To fish the WWD directly you need to cross the dam (upper right in Joe's picture) and walk along the bank to the south. You'll know it when you see it.
 
That area can be divided into 3 spots (north to south) they all have different water temps at this time of year and none freeze.
The main dam pool ( cold water low -mid 30s cloudy water)
The WWD ( never measured it but got to be 60-70s coming out of the grate, clear water)
And Arlington Pool ( 40s-50s? good vis water)

If your Jonesing to cast some open water in the winter, great spot, cool 8) morning fogs, also the many WWDs on the DPR
I've never fished it in winter but the earliest WCF busse posts are full of winter outings there.
 
About to add a third way to get there. Enter via Arlington Heights rd, park in the circle, get to the path and you'll see a trampled trail that leads right to it (with a garbage can near the water, use it!). Caught my only Muskie outta that pool.

It varies. You can actually see fairly well in the sat image the contours of the bottom. It's pretty shallow near shore but the middle I believe is a fairly deep bowl. The yakkers that may have gone down there might know better.
 
Watch out for 2 old farts who fish for muskies there. Both heavily bearded, retired union guys. One of them will BS you about how much he pays for his lures, reels, etc. Good guy anyway. :D
 
Yeah the guys that go down there to target the 'skis are funny. You'll have a few people throwing jigs and neds, a few on the bottom going for cats and carp, then one guy flinging some 3 pound lure...SPLASH lmao
