If you want to catch bait, I suggest a seine or cast net. Check the current regs though as there are certain restrictions on the type, use, and legal species available to those catching their own bait.

For bluegills: bluegills run into the creeks and WWD areas in the spring and in the fall. I have best luck catching them using small floats above ice fishing jigs like rat finkees or marmish jigs tipped with waxies or a wedgie tail. (check out the ice fishing board for some good small bluegill fishing advice - especially my posts, I caught dinks all season long :lol: )
