Does the Chicago River freeze over completely?
Probably plenty of open water at the Waste Water Treatment Discharges. I just don't know where they are.
The actual Chicago River does indeed freeze over on the northern stretches. But the Northshore Channel is almost always wide open, as is the most of the river from Foster south through downtown.
